Ofgem, the UK utility regulator, has logically separated the Meter Asset Provision (MAP) and the Meter Asset Management (MAM in gas or MOP in electricity), this is causing metering businesses, suppliers and customers to redefine their contractual relationships. The MAP provides the meter, the MAM (or MOP) installs and maintains the meter, and manages the industry data flows.

Power Data Associates is working with commercial metering companies to develop a Master Form Agreement to formally define the relationship between a MAP and the associated MAM. This will be relevant to both gas and electricity meters, and will cover such issues as data flows, liabilities, warranties, early meter removal, and worker competencies. Ofgem believes such a development will enable the creation of a truly competitive metering market.
